Depends on the tax rules in their countries. In the UK, its basically no, until you get above a certain amount. But the reality is most won't get that amount. --- Post updated --- (I'm guessing based on freelance work I've done elsewhere).
I don't know to be honest. It's likely under digital sales or services. I've not done it. As a general rule, you can make a little money on the side and it's within the law in the UK, but anything above you're taxable income threshold is a different story. That's how I see it. In the USA, once the mod you're selling brings in over $600 in a single year it's considered income, and the government asks for a percentage of that money. It's not like a real job so I don't think anyone's going to beg for a chunk of that $600 but who knows. I just know that once you get over $600 in income in a single year you technically need to pay the government a little bit of that money.

I guess it all depends on what the person does for living and where they live. Most EU countries have tax-free income, so technically you don't have to pay anything up to a certain amount (iirc it's somewhere around €9,000 for Germany), though this includes your regular job, so you'd have to pay at least some taxes anyway. Alternatively, you can go ninja mode and skip that 5k euros in your tax papers – and again, your mileage may vary depending on what you do and where you live.

Completely agree unless 1 - It's that $25 transformer trailer 2 - It's a real car without permission from the company (illegal The forums paid mods like the Scout, Mondello, etc. are perfectly fine, it's the Modland mods that aren't.
Yup, some dude tried to sell this big, unfinished, no texture electrical transformer (not robot transformer) trailer for $25 on the forums. Can't make that crap up.
It´s the same with movies,games etc you get the point. There will always be someone who leaks someones paid work you just have to deal with it.
