Once again, I'm a bit late, but I'll still speculate. The newest teaser just confirmed that yes, it is a dump truck as well as some other things to talk about. There's now a marble prop coming to 0.38 as well as apparently a new quarry. Some people have said it's either on Italy or it's a new map. In my opinion, I think it'll be an Italy expansion since Italy really didn't get major enhancements or barely any new things in 2019. Also, the Ibishu Miramar seems to have a new safety car config, which I can guess it could be a Miramar refresh Phase 2 or just a random new config.
I don't think we'd get a whole new map just for a quarry. I can't personally make anything out, but someone's said the foliage looks like that of Italy, so I'll go with that. Honestly, I'm happy that it's not just West Coast getting expanded for once. One thing to note is that the Miramar does not have official EUDM configs, but that may be an irrelevant detail.
Leaving aside the potential loader for a moment (I refuse to get really excited about that until we see some form of in-game image of said loader itself and not just its implied presence like in the bus-carrying video), let's talk about the colour of the truck. It's hard to tell in the video given the lighting, but the truck appears to be orange, or a very orangey yellow. The box shape itself suggests something produced between circa 1968 (though it would have been very advanced for the time) and the present day (though haul truck boxes are trending towards smoother styles without external ridges, which would make it somewhat of a dated product). Now, I do find myself wondering if the heavy equipment is going to be colourable. Most heavy equipment manufacturers treat their paint colour as an essential part of their branding - and given the expense involved in repainting something that big with the special, extra-thick heavy-duty equipment paint, it's rare or uncommon for a machine to be special-ordered in another colour, or custom-repainted later. At best there might be an option for some smaller equipment to be painted white to match municipal truck fleets, or a modern rental or construction company painting everything in their business colours as a marketing exercise, but there aren't a lot of them out there. So typically, equipment colour can tell you a lot about where and who it comes from. Yellow is of course the traditional colour, pioneered in the 1930s by Caterpillar (fun fact: before 'safety yellow' was introduced, most Caterpillar products were painted black or gray), and it would spread out in different shades to Case, John Deere, and a group of smaller, now-defunct manufacturers. Of the lot, only Caterpillar and WABCO has ever made haul trucks of this nature and approximate era - and both were primarily painted yellow, though there were/are at least a handful of WABCO trucks in a similar size to the BeamNG truck painted in white. Today, the last American rigid haul truck standing in this space (with articulated dump trucks creeping up on the market for smaller haul trucks) might be the Caterpillar 773. Yellow is also common for European firms - with Volvo being the obvious answer, even if they only began production of rigid haul trucks in 2018 (they're the historical leader in the A.D.T. space, so if we do ever get a swedish heavy equipment maker in BeamNG, that's what I want out of them). German firm Liebherr is an odd one, swinging between their distinctive brand-specific yellow-with-white-cab look (and it's worth noting that the only equipment we've got in the game right now - the static excavator prop - uses that look) and plain white. The Liebherr T 264 is about the size and shape we're looking at in the video. Bright green was more common for American companies that were attached to truck-making or auto-manufacturing companies, with Terex and Euclid were both tied into GM, and both painted their trucks green. (Both would change over time though, with Terex eventually painting in a white/gray scheme and Euclid defaulting to yellow). The Terex 3311 would be right in the ballpark for the size of truck we're looking at here. Mack was a bit of an outlier when they were making haul trucks between the '50s and (I think) the early '80s - painting to fit the customer. Survivors appear in orange and red most frequently. Japan follows no set rules. Hitachi paints their haul trucks almost exclusively orange with gray details (good grief - can you imagine if the BeamNG haul truck turns out to be Hirochi-branded? We'd have the Sunburst, the SBR4, the Musicficta, and this thing.). Kobelco, which started out painting equipment a unique teal, now paints its equipment yellow. Komatsu has apparently always been yellow, but seems to have painted at least one haul truck white.

If it were a new map and shared assets with Italy it could potentially be based in southern France or Spain, which would be awesome as I would love to see another Euro map. It would make a bit more sense if this weren't Italy, as it has very narrow and tight roads, but like I've previously said, these unapologetically large vehicles don't owe us drivability on public roads.
Oooohhh would love to see it being Japanese! I hadn't thought of this option and although it's probably just a coincidence the Miramar could be a hint to that --- Post updated --- Maybe it's inspired by the Unit Rig Lectra Haul M... from the 60s-70s?
Big boi this, ( cant wait ) was not really into Semi trucks till the T-series trucks, Till That update ( god 2 years ago since t-series remake ) was not into Medium duty trucks till the MD-series Same with mine trucks, cant wait, Also interested in the map stuff, Who needs a monster tuck when you have this big big rig.... So I was one update off in my guess of the rumored machinery update by tdev lol As for the quarry, I highly doubt it's a new map. New maps are kind of a big deal, and we always get large amounts of teasers or development posts for a new map. Remember in the past how many teasers we got of Johnson Valley and the tons of development posts for the West Coast and Italy development. Italy makes the most sense for a new quarry, as there haven't been new locations added since 0.16, I believe. It will probably be a medium sized quarry in one of the empty locations available there. The devs recently started adding new locations to existing maps, like the Dragstrip in Hirochi Raceway in 0.35 and the numerous updates West Coast received, so a quarry in Italy seems pretty likely. The quarry on West Coast is already too small, and it's unlikely they will expand it. The dump truck also looks amazing! I guess we won't be needing the Belaz anymore. Even though the lore only mentions exports to the US, Australia, and South Africa, I think the labelling of the LHD configs as "export" was an intentional catch-all there. That, and the descriptions mention "left-hand drive markets", plural (South African cars would be RHD).
