These are rally pace notes, "tightens" indicates that the road itself gets thinner, so there's not as much space to drive on.

I wonder if it means we'll get more rally parts or settings on other cars as well, just like the Scintilla brought the digital race gauge
It is, no doubt on that, the question is whether or not it is post-FX or in-game. One thing i noticed is that the wheels don't seem to get blurred.
A rally codriver and UI would add so much to gameplay, certainly hope to see rally racing in general get some refinements and content (especially map content)
Leeloo essentially confirmed motion blur. “Key word here is /some/“ (as in “some touching up to the video / photo teaser”). Adding motion blur in post requires tracking and masking an object, either through the use of built in object detection and tracking tools like in Adobe’s After Effects, or by manually tracking the object by hand, both of which take much more time than just “some” touch ups would. I do expect a new car to be in 0.26. Take 0.24 for example, civetta remaster has been confirmed in summer, however bastion was first shown in early October. Same with covet I'm pretty sure. It probably wasn't released in 0.25 since most if not all people in car team had to finish Scintilla in time. I can speculate it could be something modern as I can see devs plans expanding modern cars segment
I highly doubt we will see a new car this update. If there was to be a new car, the developers would have teased it or hinted at it at least once by now, considering the feature freeze is just around the corner, and I don’t see a new car being finished within three months when the last one (of course, along with the rest of the work in the update) took six to be perfected.
Yeah i noteced that too... I really hope the car also gets the motion blur. Imagine seeing realistic and smooth rollover crashes!
Maybe it's doing one of those things where its speed is matching the recording's FPS and it looks like it's not moving, and at the end they are all locked up and actually not spinning. But idk how this effect would interact with motion blur.
