No, if you take someone else's work and 'improve' it, then upload it, that is exactly same stealing as those Russian sites are doing.

You would need to ask permission from original author, which you can then post as a proof, otherwise it is just a stolen Russian mod, no matter how good Russian mod it is.

Surely I would love to have up to date Uaz in game, but also I think it is better do it right way.

Originally, this model was stolen from game 4x4 UAZ. (from one of DLC which include UAZ prototype). So, it's ok to steal thing, which is stolen
