(SOLVED) Odd stutters related to Vsync (I think)

For some reason a few days after I installed the latest update, Vsync has started causing LOTS of stuttering when it is on. When it is off the game does ok, but if I turn it on it starts to stutter. Even weirder is that if Vsync is on and then I hit "Apply display settings," even without actually changing anything, the stuttering goes away and the game plays smoothly until I exit the game. I've actually had this stuttering issue in the past before but only once in a blue moon. Now it's happening every time I start the game and only by using the "Apply display settings" trick I described before have I been able to fix it. I've tried a clean install, clearing the cache, removing all my mods, and turning Game Mode off, but nothing has worked. I tried Safe Mode, however since you have to hit "Apply display settings" to go full screen I can't actually tell if Safe mode fixes this. It's not a major issue but is rather annoying to have to do this every time when I load into the first map I pick when I start the game. Does anyone know how to fix this?

ASUS ROG Radeon RX 570 8GB OC Edition (w/latest drivers)

ASUS PRIME B450M-A CSM

Ryzen 5 2600

ADATA XPG 2x8GB @2666 MHz

Crucial MX500 250GB SSD

EDIT: I fixed it, turns out it was Logitech G hub, deleted it and stutters are gone
