I had the same problem. And i have 165 mods ))
But I found a bug. This is not one this is TWO error mods!
File names:
trailerpack_AR162B.zip
BeamNG_Ultimate_Mod0.3.zip
I deleted this mods and clear cache - it worked for me. (It's unbelievable, but both this mods gives headlights bug)
Maybe someone it helps too...

Please note this thread is from 2016.

Your issue is potentially caused by broken/conflicting mods.
You need to find and disable the mod doing, and press the Clear Cache button in the launcher.
Clear Cache will remove any broken materials generated by the broken mod. If the broken mod is still active, clearing the cache will not solve the issue.
