That's a problem with those websites.
Most of them pack their mods in the wrong way.

You can fix them yourself by repacking those mods so that they have the correct structure:
ZIP > 'vehicles' or 'levels' folder > 'Folder_With_Mod_Name' > Mod files

Done that, you should be able to install them as the guide linked above says.
If they still do not work, the problem is from the mods themselves.
