    Title:
[Intel Arc A530M] Severe texture streaming locks, yellow placeholder textures, and really really low resolution texturs, and Vulkan options crash

    My Hardware Specs:
GPU: Intel Arc A530M (4GB VRAM)
    CPU: Intel Core i5-12450HX
    RAM: 40 GB DDR5
    OS: Windows 11
Game Version: v0.40+ (Tested in Safe Mode)

    Issue Summary:
Aggressive VRAM Safety Lock & Texture Eviction:
On modern renderers (D3D12 / Vulkan), the engine detects 4GB VRAM and permanently clamps texture quality down to the absolute Minimum with no manual override option.

While driving or loading vehicles, the streaming engine aggressively ejects materials out of VRAM, replacing car textures randomly with bright yellow "NO TEXTURE" placeholders.
Despite having 40 GB of system RAM, the dynamic VRAM budget panics and refuses to attempt streaming high-res assets back onto the vehicle surfaces.

    Vulkan Renderer Options Freeze/Crash:
Switching to the Vulkan renderer to bypass D3D12 issues causes an immediate freeze and crash to desktop the moment I click on the Options menu.

    Suggestions for the Developers:
Relax Thresholds on 4GB GPUs: Please tune the auto-protection safety clamps so they scale down gradually instead of instantly dumping textures into minimum quality/yellow placeholder states.
Manual Overrides / Toggles: Allow an "Advanced Risk" or disable-safety toggle in graphics.json for users who understand their VRAM limitations and want to prioritize visual stability over strict engine protection.
Vulkan Options Crash: Fix the UI thread lock when querying graphics device caps in Vulkan on Intel Arc mobile GPUs.
