I'm trying to make new wheels by simply remaking the texture for existing wheels. When I try to edit the files, I realized that each wheels are made of 3 piece of dds files. Which one should I edit on? Or do I need to convert the 3 into 1 png and remake there? Or even use other tool, like PS?

What do you currently use? For Gimp (free) there is a dds plugin, paint.NET (free) might be able to import .dds files and if not there's a plugin, too. For Photoshop there's a plugin.

_d.dds - Diffuse texture (actual texture that defines the colours and etc)
_n.dds - Normal texture (used to fake out the bumps on a surface without the needs of modelling them)
_s.dds - Specular texture (defines the intensity of the speculars.

You want to edit the _d.dds
You can open it in paint.net, it should support .dds by default.

I think this means I have to set this texture to white for chrome texture and black for matt black texture?

If I remember correctly, it's the alpha channel in the _d texture that controls reflectivity...

It controls something like how much the sun will make the texture white. (I think)
