We are both wrong. It seems they do both. From the WEC Website on LMP1 " A homologated "Fuel Flow Meters" sensor must be fitted which directly measures the fuel flow through the fuel feed line to the engine. By measuring the instantaneous flow the total fuel consumption can be calculated. The LMP1 will be constrained on both: fuel energy per lap and maximum instantaneous fuel flow." " The fuel energy per lap is the total amount of fuel energy contained in the fuel mass allocated for one lap." There is also the amount of hybrid engery you can deploy per lap that is limited.
Well the porsche 919 evo tribute was faster around spa than a 2017 f1 car, but unlike the f1 cars, it couldnt take eau rouge flat. it did have more power though.
