    can someone please help me. when i download new skins and decals what file do i put them in and when i download a engine mod what file do i put that in. please help

    You put the engine mod in the main folder, not any specific vehicle.
    You put the skins in the folder that corresponds with the car. It will replace a .jbeam file which is okay, but I suggest backing up your main vanilla copy just so you can quickly revert if necessary.
