I think that it was in Piccolina or Update speculation thread where was mentioned some new features in regards of Piccolina, so technically that might be related to Piccolina.

Many ARG's take place exclusively online. Players will be given clues like the cypher above, these clues will generally lead to things like fictional websites or video etc, which will provide more clues. And so on, until someone solves the story.
Recently they have been utilised to advertise products etc. But equally a lot have recently lead to more or less nothing, so there isn't quite so much hype about them these days. For example the Mt. Chilliad mystery from GTA5 which never returned anything interesting.
