I had this question pop into my head a few days back.
Do you mean the DoF (Depth of Field) effect in particular?
If so, yes. Since your GPU dosen´t need to render each distant object (Trees, houses etc) as highly detailed, it gets less utilization.
Adding a layer of fog also reduces GPU work load since it covers alot of foliage etc.
No, that's incorrect.
That's a PostFX effect, it gets added on top of a base scene.
Everything is still rendered, and then blurred afterward.
If everything, that's one operation more the renderer has to do (blurring stuff), but it's also pretty inexpensive performance-wise.
