It looks like you are in "lowest" on your graphics settings. Mabey try putting your graphics to normal, I had a similar issue on the east coast map when my graphics were on lowest.

 

I run on lowest with my laptop and haven't had that issue on other maps. It's been a while since I've loaded up this map, so I can't say for certain whether or not this occurs because of using lowest settings.

I know XD! Mine can't handle it either! Try clearing your cache, mabey that will work. If that does not work, and you still really want the map, try re-installing the game!
