Unsolved 2009 Gavril D-Series won't move/tires spawn in weird place

I keep getting this issue with the 2009 Ram mod. it is hard to explain. here is a picture

I just wanted to let you know that at the time the post was made, Dean Wang was banned (as you can see from cars.com's screenie).
The last post before yours was also from April of 2020, so it was referencing that time period.
