Проблема производительности в DirectX11

    Hello, I have updated the system. i7 11700k, 5070ti, 32 gb 3600 MHz, Windows 10, ssd 1tb. The graphics card is loaded at 40%, the processor is about 30-40%. FPS is around 70 without traffic, with 50-60 traffic. How can I make the system produce more performance??? Vulkan runs as unstable as possible at 0.38, with constant blinking of the screen and the appearance of artifacts and streaks.

    Do you experience this issue in Safe Mode? (Launcher -> Support tools)

    Yes, it is. Moreover, at startup (safe mode + vulkan + debug), the load on the graphics card is about 18%. In safe mode, it is about 40%, as in normal startup. Could the problem be in windows 10? Below are two screenshots of the launch on DirectX11 and Vulkan, Vulkan is where the load is higher. But on Vulkan, after some time of driving, incomprehensible artifacts appear for a millisecond.
