like the other guy said, there is a mod that fixes it. for cars it doesnt work for, you can also just manually equip the tires from the parts selector
this is most likely some kind of mod conflict, try running the game in safe mode and clearing cache
also on a serious note, could you post a video and your PC specs? without that I don't think the devs can do much
