Then its glowmaps. They are a texture and glow by a jbeam file (i think). I dont know too much about glowmaps. Just dig around in the jbeam files...
Whats your PC specs? And if nothing fixes it then you might want to reinstall the game. -Unistall BeamNG from Steam -Delete BeamNG.Drive folder...

dont expect much though. Laptops do have trouble running this game. Maps like west coast usa may cause problems.
