It would be possible to have cloth yes. I think that would be cool to have, it might be a bit tedious attaching it to the sails but its doable....
You can get it by downloading all of the "wip2" files. Then you unzip the 001 one with a program called 7zip and run the game from the Bin64...
That is a bad idea, steam will try to reinstall beamng when it realises the files have all changed.
