Added a Gendarmerie Nationale skin and config.


The blue on this van is darker than the one on the official vehicles. That is normal. Multiple blues were used in the Gendarmerie, so from one year to another, one vehicle to another, the colour isn't always the same.

Useful to transport equipment, to arrest speeding drivers and to maintain peace, this new version of the H-Series will go well with the rest of the pack.
