Thanks to the user Sprine, I was made aware of the missions with "non-cop" cars being bugged. I don't know what changed, however, for right now I switched those missions around to have Cop cars so I can get this fix out ASAP!!!
My next step is to rebuild each mission using a custom-made flowgraph instead of the BeamNG built-in mission editor! That will be the first 0.2 build, and I will remove the "beta" tag after the next build
