Custom Tachometers and Boost Gauges 3.1.3

There's been a decent interest as of late in having ABS displayed on the tachometers, since the vanilla one has it (and it's the only thing that these tachometers don't have which the original does).

This update adds an ABS indicator on each tachometer. Some other elements have been moved around to accommodate the changes, depending on the theme.

Additionally, all tachometers max out at "999" now.

Originally, I was reluctant to add extra elements like throttle/brake parking/ABS to avoid overcrowding. I intend to add the ability to show/hide these elements, to allow you to have a more streamlined/minimalist version of any tachometer (within reason ).
