Added the following content for the following services:
BCPD, WCDOT, BCFD, and WC Cab Co. - Gavril Scout

Added the following liveries for 3 pre-existing services:
Belasco City Police Department - Gavril D45 LRT (Underwater Dive Unit), Gavril T-Series (HMRT)
Belasco City Fire Department - Gavril D45 & H45 Ambulance, MTL Firetruck (Hazmat 5)
Belasco County Sheriff's Office - Bell 407

- Removed the BCFD Bell 407 config & livery
- Removed all Stambecco content
- Updated the Type II Ambulance configs & BCPD Forensics config with openable doors
- BCPD Bomb Squad D45 LRT now uses the Heavy Duty Extended Upfit Frame
- Repainted the front bumper on the BCMS Roamer liveries
- Updated the blue color for the West Coast logo on certain liveries
- Re-coded the WCDOT MD-Series skins so they don't conflict with the WCDOT D-Series skins
- Other changes & fixes

I haven't had time to buy the Gavril Scout yet, and yet the patches I made had to be submitted. I hope I can get the Scout skins in the next big update, which WILL be named the Scout Update - and not this one.
