Added the following liveries for 1 new & 3 pre-existing services:
Belasco City Fire Department - Gavril H25 (Fire Investigation Unit), Gavril Grand Marshal
Spearleaf Refinery Fire Department - MTL Firetruck, Gavril D45 Rescue, Gavril T-Series, Gavril H45 Ambulance
Belasco Regional Hospital - Ibishu Pessima MK2
West Coast Cab Co. - Rayton Median

- Replaced the SPS License Plate with the SRFD License Plate
- Changed the file pathing of all MTL skins
- Gave the WC General Exempt Plate to all SPS confgs
- Actually made the BCPD Centauri an S520T, much like it's then-misleading description
- Other changes & fixes
