Belasco Livery Megapack 1.7.1

Update 1.7



Added the following liveries for 1 new & 2 pre-existing services:
Spearleaf Port Security - Gavril GM, Gavril Roamer, Ford Crown Victoria
West Coast Cab Co. - Hirochi Sunburst, Gavril Roamer, Bruckell LeGran
BC Metro - Cycjos Capsule (Electric Ver.)

- Color-corrected the yellow on the WC Cab Co. & related skins
- Updated the WCDOT Roamer livery
- Remade the BC Parking Authority badge; now on all BCPA vehicles
- Updated the BCPD Unmarked units to wear the same color
- Removed all 'Bank of Belasco' content
- Changed the hood color of the BCPD Émoussé E
- Removed the WC Cab Co. 100th Anniversary Advert
- Regular WC License Plates have been moved to a separate mod
- All WC License Plates should be randomly generated instead of pre-set depending on the config
- Other fixes & changes

Spoiler: Important Notice

Yes, I know @AverageGameEnjoyer_ already made Spearleaf Port Security skins, but the Grand Marshal ones don't have a black grille, which is why I made my own version.

I've delayed the Scout Update YET AGAIN, but I hope 1.8 will be just that.
