fixed salvage title config population, i left it at 9000 from during testing like a frickin goof. brought it down to 1500 which isn't far from the population of the redtail itself. this should actually balance the career mode out again...

also removed the license plate line in salvage title's .pc config to allow randomly generated license plates in career mode, i'm sure y'all don't want to run around with my name stuck as your license plates.

(yes i know half of you would probably have loved to use this as an opportunity to chop apart bastions for a quick buck, unfortunately i believe in fixing mistakes )
