Anarchy, Tigon 002XX 2.0

Improved the Tigon to be much more efficient and handle significantly better (so much so, I actually had to handicap it or I'd be too fast for humans to react). Completely redesigned and have greatly improved (but unfortunately not completely fixed) the material bug. Unfortunately, the wheel wells are slightly visible at different angles, and is very difficult to fix (Blender hates this car for some reason...).
