Beta Agent's Japanese Plates Pack 1.2

Quick update to fix the mod for the 0.39 update

-Converted all plates to the new Skia system, made sure all sizes and positions are as accurate as they were previously
-Redone normal map on the font
-Added glowing plate version available for Shinagawa (proof of concept, not as realistic as I'd like to be honest but all that's possible at the moment without being able to plug emissive maps straight into the system)
-Removed old redundant html files (filesize should be better now)...

As brought up in reviews, adjusted hiragana sizing and positioning to hopefully be more realistic - it's hard to get this truly accurate since they vary so much irl, I've tried to balance it so it should be better now
