Outdated 1993 200BX Facelift 1.3

Fixed missing steering wheel, removed "200BX" plate text from the config files, added missing SR-TEC engine sounds, and added openables

Now works on 0.27
Also added mod checker from @DaddelZeit to check if the KLJP core mod is installed

Fixed lip jbeam, edited turbo stats and fixed X-Type configs having Type-LS Lettering
