With auto updates and no way to turn them off, you can't really put a tune on it without enlisting the assistance of a big-deal, factory-connected skunk works as BMW can just write another stock tune over it any time they want. Plus the possibility that some government will decide, in the future, that since the possibility of remote updates is there, BMW has to install performance-reducing, emissions-oriented tuning or possibly even harsh speed limiters on cars that have already been sold.

To be honest you would have a hard enough time getting a manufacturer to keep their "infotainment" systems up to date, never mind putting out updates to add "features" like this. The media storm it would create would be huge too, since the car companies would kick and scream about it
It can't call the police yet, but it will, eventually, be able to inform your insurance company so it can raise your insurance cost if you often drive too fast. And yes, by 2019 (if I'm correct), it will have to be retrofitted in all cars.
To be fair to them, my first car will have a black box installed since there is literally no way I could get insured without one since premiums going up significantly (around the double mark for low miles (5k-20k), if I did 50k miles per year it worked out cheaper for me not to have one though ). So insurance companies monitoring your driving is already here in the UK, since you would have to be rich to avoid it. That is until you get a couple years of driving under your belt. However it isn't tied into law enforcement in any way. As an aside one thing that does really irritate me is that it is illegal for someone under 26 years old to rent a car in the UK. That is 9 years after you can legally drive on the road.
No speed report, most of the radios aren't even accurate enough or polling fast enough for that anyway, they're pure location and don't arm until airbag deployment has occurred. You can't Remap most of these ECUs anyway, and the few you can involve disabling updates

I wonder if in future these radios can be programmed to be on all the time while driving, remember the whole webcam light thing (yeah i thought that the LED came on when the camera had power to it, but you can program it to go off, as a silent mode). For me, when I last checked a month or two ago the cheapest quotes were always from admiral's low mileage black box policy. Then at higher mileages it was their normal mileage policies with black boxes. But I imagine this will change quite heavily depending on where you live, how old you are and what car etc etc etc. My parents Hyundai I40 runs Windows CE. Every time it goes in for a service it gets its software and maps(new roads are added etc) updated, since it has no internet. However Windows CE becomes end of life in 2018, meaning Microsoft will not provide security updates any more. So I presume at that point Hyundai will call it a day with security updates and only do updates to their own software that runs full screen on top of the OS. It would probably be really easy to give that car a virus since it reads USB sticks and supports USB keyboard/Mice etc (because windows PC), however the OS seems to reset everything including file changes when powering on the car. The issue being is that some clever people have figured out how to bypass that and install exe's and then set up dashboard key combination shortcuts to launch them. So you can install a custom media player, press a key combination to open it and then watch films. Either way the media system runs on separate hardware to anything critical, just don't plug unknown USB sticks into the car . I wonder if you could install solitaire on it?
That insurance black box thing, whether mandatory (Russia) or functionally mandatory (England), low key makes me want to flip a bus. How am I supposed to rule the mountain passes if my insurance company can find out about it in real time and raise my rates before I crash?

You know the type, that shitty awful unequal length header marble gargle that comes out the back of a WRX. He vapes, I giggle. He revs, I sigh. I stand no chance, I'm 90 horsepower down. But I'm a good sport. 4th gear, 3rd gear, I'm ready to lose. 3, 2, 1, I get the jump, perhaps he couldn't see through his vape cloud. 80, 90, the hell? He's no pulling away? 100, how am I still with him? 105, oh finally, he's gone. 115, speed limiter. He won, obviously. I just can't believe I stayed with an STI up to 100 mph. I don't understand it. Was it gearing? Weight? Was he perhaps a moron? I dunno. I need a supercharger.
