I was looking at the Grand Marshal V8 and found it had 260 hp. I think a normal 4.5l from that era would have 190, 200 hp max. I think that the 4.5l v8 and 4.1l i6 need to have their power reduced, and a new 5.1 and 6.0l v8 need to be added.

It doesn't have 260 hp. The debug shows the power before friction and other drivetrain losses are applied. I've also redone all the torque curves for that 4.5L that's in the D15, H15, and Grand Marshal. It makes more like 230 hp now, with a 270 hp "Sport" option. This is an early-mid 90s car/engine - 230 hp seems reasonable from a 4.5L to me. In 1995 a Chevy Caprice made 200 hp from a 4.3L or 260 hp from a 5.7L.

Is the 4.5L an OHV engine or a SOHC?

SOHC. Let's say Gavril was a little more advanced than other American carmakers at the time ;)

Ok but seriously Gabester, you should add a 5.7l V8.
