I noticed that with the current BeamNG version, when you have your hazards on, and you turn your engine off, and then off again to the "most off" position, every lights also turns off, including the hazards. In real life this would not happen, at least not for the hazard lights. The hazards lights should be controllable at all times, even when the key is not in the ignition. Think about it, have you even had a car that didn't have the option to turn on the hazardlights with the ignition off? So thats my suggestion, to have controllable hazard lights at all times, so also when the ignition is off.
