Will my PC be able to run Beam.ng?

I don't think so, looks like an office laptop.
1.30 GHz is way too low for BeamNG. I have a i5 from 4th Gen but it's 3.60 GHz, which I think is the minimum in terms of CPU you need to run BeamNG properly.
Also your Intel iGPU won't be able to run BeamNG smoothly.

 

That doesn't include the boost frequency. Iris XE graphics aren't that bad at all compared to older Intel chips. Probably can get a smooth experience by tuning the settings.
