   When I launch beamng, some parts of the screen flashes on and off. When I turn on my brightness , it stops until I release the button.

   Maybe the game picked the wrong resolution and/or refresh rate.
   
   Go in the Graphic Settings menu and re-select the correct one. Or use Windowed/Borderless mode.
