I would normally use GeForce Experience, but since the User data folder has been moved GeForce Experience says it can't find the settings, I can't seem to find a sweet spot for quality and Performence does anyone have an idea of what I should pick? My GPU is my only restriction of performance from what I've noticed.

    Specs:
    CPU: Intel Xeon W3680 (12) @ 3.33GHz
    RAM: 12GB 2333MHZ
    GPU: Nvidia Gefore GTX 650
    SSD: Crucial_CT525MX300SSD1

Excuse the slightly weird specs, it's a Mac Pro 5,1

Load up WCUSA, and fiddle with the settings until you get 60 fps. Under 25 fps, the game will slow down. Try disabling dynamic reflections, they are very performance intensive, especially the update rate.

I managed to achieve 60 FPS but I had to set the settings to Lowest and my resolution to 1366x768. With some tuning I got to Normal but 30-40 FPS which is bearable it just doesn't look as good as 1920x1080 .

I would go to 1920x1080 on lowest, but it's your choice.
