So does that explain why my laptop i5 is not as good as my friends desktop i3?

yes it is correct, because desktops/computers normally have a bigger cpu cooler, which makes it run faster.

Not if their I5 is older than their I3, added with the cooling factor.

    GPU: EVGA 3080 XC3
    CPU: 5950x
RAM: 32 gigabytes of Corsair Vengence at 2400mhz
    SSD: Samsung 870EVO 1TB
    HDD1: 1tb 7200rpm WD Blue
    HDD2: 3tb 5400rpm Seagate BarraCuda
    Monitor1: 2560x1440p at 175hz ASUS ROG Swift 27" (PG279Q)
    Monitor2: 1920x1080 at 65hz HP Pavilion 22cwa 21" (T4Q59AA)

Had to take out the front panel IO and power button (was all one unit) to install the front radiator for the 5950 into my case, and now it just sits outside my pc and dangles on its wiring.

CPU: Intel i3 6300 (supposed to be an i7 6700k but that never happened cause of lack of budget)
RAM: Corsair Vengance 4x8 3200mhz (32 gb, originally 16 but i added an extra 16 gb not long ago to anticipate the cpu upgrade)
    MB: Gigabyte Z170X-Gaming 6
GPU: Powercolor Reddragon AMD RX 560 4GB GDDR5
HHD: Western Digital WD Black 1TB 7200 RPM and a Western Digital "My Passport" 1TB 5400 rpm backup drive
pc case: some apevia case from the mid 2000s that my dad had laying around

    CPU: Ryzen 3 3200G 4c/4t
    Motherboard: AsRock A320
    RAM: 32GB 2666MHz CL16 (recently upgraded from 8GB)
    GPU: RX570 4GB
    PSU: 550W
SSDs: 256GB NVME SSD + 2 128GB SSD in Raid 0 (ripped from my dead laptop)
    HDD: 1tb WD Blue
    Monitors (Here is where things get weird): 1 31,5" QHD 165HZ 1ms, 1 28" FHD 144Hz 1ms and 1 40" FHD 60hz TV

Had this as a prebuilt that my company got me for work, and I'm upgrading it as well, kind in a weird place on what to upgrade right now, I don't want to upgrade the motherboard for now as it won't affect my performance a lot, but will upgrade it on the future, I want to get a Ryzen 7 3700X for the CPU, and an AMD RX 6600 or 6600XT for the GPU, but I don't now what to get first as I can only upgrade one at a time as I have other bills to pay and PC components are expensive in my country (the CPU would require as least 2 months worth of work and the GPU would take at least 4 months worth of work) and both these updates wouldn't require any other change in the PC as far as I know.
