    Two things could be happening:
    - Steam is not detecting the game is closed
    - The game is not closing correctly, the process may be still running for some reason

Please check that your Antivirus (and anything similar you might have) is not accidentally messing with the game, preventing it from closing.
After that, to solve the actual thing with Steam either restart it, or restart your PC.

I've noticed that if there are mod updates, the repo will keep downloading them after you close the game. That's why steam still thinks it's running. You have to go to the task manager and manually "end task" if you want to fully close it.

    Yes, this is normal.
If you have on-going downloads, the game will not close until they are done.
Else, you'll get a half-downloaded file potentially breaking things.

You should not force close the game's process when a download is happening.
