    It is the value of the car in (presumably) euros. That dictates the order the cars appear in the selector (in terms of configuration) - from cheapest to most expensive.

    I'm not quite sure how the vehicle menu works and I think that that is the jbeam file I'm looking at above, but I don't think that has to do with value (though it could be avg config value)

    According to the documentation, it does nothing and you don't have to use it at all.
