Weird periodic stutter when you get a certain distance away from the center of the map

I've only had this issue as of the latest update, and it's super strange. I first noticed it in Italy on the car delivery missions. In certain areas of the map, the game will HEAVILY stutter even though the average framerates are locked at 144fps, but once you drive a little ways away it'll be fine again. I've seen older threads on this issue where it was always thought to be the fault of the hardware OP was using, but I feel as if there's no way that is applicable here. I'm running a Core i9-10900K, 32GB of 3600MHz C16 DDR4 RAM (in dual-channel mode), and an RTX 3060 12GB. There is no shortage of CPU cores, single-core speed, memory bandwidth, or VRAM at all here. GPU is running at 65C, CPU is running at 70C. Nothing is running in the background, I'm using a large SSD to store the game, and all drivers are up to date as far as I can tell. Using Windows 10 Home.

The stutter is 100% consistent as well; it's like a pulse almost. It slowly gets worse the farther you drive out into the distance. Not like any other normal stutter I've experienced in any other game where it only freaked out if you looked into the distance or whatever, it continues no matter what you do. My ideas about it being dependent on where you are in the map is only speculation, that's all I can tell from what I've been playing. This never happened in any of the iterations of 0.23, it's only happening as of the new 0.24 update.

Has anyone else been having this issue, and if so then how did you fix it?

If you press the tilde key (~ (bellow Esc)) when that stuttering starts happening, do you see any red text in the console?
