Watching netflix causes stutters

So I'm getting frustrated here. I only play beamng while watching twitch/netflix/youtube/etc, and lately netflix has been making the game unplayable. Every few seconds or so there will be a very noticeable stutter. I have tried it across all three browsers (chrome, IE, firefox) and it exists on all of them. IE seems to be the worst offender, causing other windows to flash as well, but it is still unplayable on the other two. On the performance tab, it seems to be the CPU task "otherframeMS" that is spiking all the time. I tried to limit firefox to one core (core 11) and beamng to the other 10 cores, but that didn't solve anything. This issue does exist in other games, but I am hoping that I can at least solve it for beamng.

I have a 5820k, 1080ti, 16gb of ram, and am running windows 8.1 fully updated.
And finally a screenshot. You can see the pink spikes shooting the frame time up to 100+ milliseconds, while it should stay down at 15ms.

I honestly don't know why that is happening, I know this sounds stupid, but have you tried restarting? If that doesn't help, make sure nothing is overheating, which nothing should be considering your PC is quite good.

How do you have your windows set up? If beam is completely covered, it may not be a primary process for some reason.

Both your browser and BeamNG are using your GPU, and one of the two can cause the other to have less performance.
If your doesn't have locked frame-rate (ie. set the limiter to something near your monitor refresh rate, so that it doesn't unnecessary renders more frames than it needs.

My monitors refresh rate is 144hz, so that's not too helpful, though your point about the GPU reminded me that I need to disable hardware acceleration on my browser. If I recall, that should solve my issue on at least one browser.
