I have re-installed BeamNG, but still, every time that I open it via steam, it does not open in full screen, and I cannot click on any of the menus down the side...
I have used Alt+Enter to make it fullscreen, but I still can't click on any of the menus down the side even in full screen.

This is 95% caused by external programs.
Can't tell you exactly which, but any program that would try to hook into a 'web-browser/game' could be.

You need to find which program installed on your PC is causing that and remove it.

I still can't find a solution to the problem - I used it fine on the 17th June, and I have uninstalled anything that I installed since then, but still, when I mouse over any of the buttons on the side of the main menu (screenshot below), the mouse cursor does not change and I cannot click on anything.

Does it happen in the 32-bit version?

I'm still pretty sure it's another program causing that, and as it sounds, one you installed (or not installed voluntarily) after that date.

It still happens in the 32 bit version - I can't even click on the yellow warning message in the corner of the 32 bit version when it loads up!

I do have an Xbox Windows controller plugged in, if that has anything to do with it - but it still does not work even with the controller unplugged.

    Again, what I said above.

Something installed on your PC is causing that.
Any program that tries to 'hook' into a browser could be the cause (our UI is seen as a browser because based on CEF).
(Even malwares/viruses can cause this, in the worst cases)

Some people found it was some sketchy 'IP Hide' software they had, for others it was some FPS Meters.
You know what you have on your PC, so you should definitively check whatever running program could be causing that.

    Code:
    tasklist > %homepath%\tasks.txt
run this command in CMD while BeamNG.drive is running, and upload tasks.txt (located in your user's directory)

In case you are unaware. CMD is the windows command prompt. It can be accessed quickly by pressing the windows key and R at the same time, typing "cmd" into the dialog box that appears and pressing enter. Type "tasklist > %homepath%\tasks.txt" into the window that appears and press enter.
    Capture2.PNG
%homepath% will also tell you what the homepath actually is, though you can see on the left the command prompt by default is in the homepath anyway, in my case C:\Users\callu

@finnburbanks Try temporarily disabling Norton, and running BeamNG.drive.
