Unable to adjust graphics settings.

This game was playing great for me during the pre-Steam Early Access phase. I have recently updated to v0.4.0.1 and I find that I am unable to change any graphics settings, including resolution, fullscreen option, fps limiter, just about everything.
when I attempt to change anything, nothing happens. I tried to delete local files in the hopes that remnants of the old version might be conflicting with it, but the problem remains when I redownloaded it. The game runs fine otherwise, albeit not optimally. Is there something on my end or just another bug that needs fixing?
