The solution to the problem!!! In order to create traffic, you need to get out of the car. As strange as it may sound, you need to:
1. Click "Create traffic", after which you will see a screen for creating cars, but they will not be created.
2. Press F5
3. Press the F button to exit the transport
After that, they will start creating cars for you. That's how it works for me personally. This, of course, is not a solution to the problem, but you can still use this method until the developers fix it.
BUT!!!
It is not clear why, but traffic appears to be somewhat blocked, there has not yet been a solution to this problem...
