Suspect keeps "escaping" & other Ai issues

    When chasing suspects that may appear during free roam while driving a police car around, the game will suddenly tell me that the suspect has somehow "escaped" me, even when the suspect is within sight and did not despawn. The suspect then pulls over as normal, innocent traffic would. On some cases, the "suspect has escaped" message does not even show up.

    Another issue with the Ai traffic is that they no longer pull over when you active your lights only. They will now only pull over if you also activated your siren.

    Additionally, traffic will hit the new refuge islands on WCUSA located near the studio and the neighborhood, on the intersections where the Redwood Forest road begins and ends.

    Edit: I almost forgot to mention, when a suspect is fleeing to you, they will sometimes hit a bystanding traffic car for no apparent reason, sometimes even swerving into them.
