I am thinking about redoing the sunburst's tail lights and adding LED's like these

I have literally no clue where to start and would like to ask for some help on how to do this. I know there is modeling to be done, but i am ok at modeling now that I know the basics

If you can model, all you need is some aptly-designed GlowMaps and textures for your new units, to simulate the LED dotted pattern.

    Yes.

You can take the official vehicles as a reference for the code part (JBeam functions + material entries). Once you get the hang of it - it's quite simple, really - it's all down to designing good textures. :)
