Stuck Loading screen and broken camera

Whenever I try to load up a level, it gets stuck on the loading screen. And when and if it gets through the loading screen, the camera is in some random place nowhere near the car and I can't fix it. Can someone help me?

Usually happens because of broken/outdated mods.
If you have any, please disable them and check again.

If it works fine with mods disabled, then you need to find the actual mod doing that and either keep it disabled/remove or see if there's an updated version.

I have run it in safe mode and it keeps breaking

Either you have a mod installed wrongly / that is replacing the game files, or your install is broken.
In either case a Clean Reinstall should help:
