Strange issues with DELL Latitude E6530 on Windows 10

    So I had to reinstall Windows 7 on mine laptop. I installed Windows 10 1809 instead. It's officially supported by Dell. After installation of all drivers and some reboots mine laptop have strange problem.
    It's stuck on power save mode. I want to play games, I setting max performance plan but gpu and cpu is still in power save. Any ideas what I should do? Only solution is installing Manjaro or Windows 7? I tried to reinstall Windows one more time but it doesn't fixed anything.
    Obviously I checked temperatures and BIOS version, restored default settings of it too.

    Specs:
    i5 3340M
    NVIDIA NVS 5200M
    8GB RAM DDR3L

    does it stay in power saving mode if pluggin into the charger?
    my laptop has a problem wher it often refuses to use windows hello or go into power saving mode, a restart always fixes it (for a while).

    Yes. It still have locked CPU and GPU clocks.
