Starter sounds sometimes don't happen when I start a car

Sometimes, randomly, when I start a car, the car will start, but the sound of the starter doesn't seem to happen. I uninstalled all my mods, and it still happens.

how often are you starting the car, what interval? (as in are you starting then stopping/stalling and starting before the sound can properly stop, or is this like several minutes or more apart)

I turn the car off , and then after about 15 seconds I turn the car on only to hear no starter sound
