Split Screen (Multiplayer)

I know this idea has been talked about for so long now, but I'm asking if there is a way to play in a split screen fashion. I would love to hook up 2 inputs (controllers or keyboards) and play with my brother. If it is possible without any other program sketchy stuff, PLEASE let me know how. This is a form of multiplayer but it would not be an online kind, where it would lag like hecc.

It's not in split screen though.

 

there is now a dedicated camera for this mode so you can see all the cars. its not quite split screen but you can play with 2 or more people on the same PC

 

Isn't that basically the top-down view used in the multiseat scenarios?

 

Thank you! I don't have a Xbox or PS controller as I am a PC player but a steam controller may work.
