Simple way to make an Illinois MFR plate in BeamNG

I've always wanted to make a U.S Illinois MFR plate similar to the picture. I just don't know where to start. Can someone please help me? Is there one available that I don't know of? If not, I want to create one by myself and post it on the forums for people to enjoy.

Also found this, but not only has it been last updated 2018, the Illinois plate is especially outdated judging by the mod’s repo description.
